Eve, Ara, Nova, Shimmer and Coral are neural voices served through Vercel AI Gateway and work on any deployment. The four Japanese voices are voice actors from the ElevenLabs library, which ElevenLabs only serves to paid accounts.
She speaks whatever language you speak. Each finished sentence is voiced while the next is still being written.
